ACVOA and Maritime Industry Australia Ltd (MIAL) have made a joint submission on AMSA's consultation draft of Marine Order 503 (Certificates of Survey – National Law), representing nearly 100 vessel owners, operators and service providers between the two associations.

The submission backed several proposed reforms, including a clearer framework for vessels using new technologies like battery propulsion, reduced compliance requirements for minor vessel modifications, and greater flexibility in survey scheduling.

It also raised concerns AMSA will need to address before the Order is finalised. Particularly the expanded role given to recognised organisations (ROs) in certifying novel vessels, unclear rules around notification triggers for vessel changes, a proposed increase in survey frequency for traditional timber vessels without a clear definition of what that category covers, and a new requirement for owners to notify AMSA when an insurance claim is made following vessel damage, which the submission recommended be removed as it duplicates existing safety reporting obligations and raises privacy concerns.

AMSA's summary report on consultation feedback is expected in August, with the revised Marine Order anticipated to commence on 1 February 2027. ACVOA will provide members with guidance ahead of commencement to support implementation.
